Whether due to the lack of contested races or confusion over the new ward-precinct setup, the majority of Lowell voters stayed home on Election Day. Despite a higher-than-expected election turnout across Massachusetts in the Nov. 8 election, Lowell registered the third lowest participation rate in the state. While the Massachusetts turnout exceeded 51%, only 29.7% of Lowell's registered voters went to the polls. Only one other Greater Lowell community — Dracut, at 49.7% — failed to break the 50% mark.
